1) I would say 1500 is a good base number I guess
2) 17% buffed for raid bosses -- fire is not a good starting spec for raiding because you don't have any hit talents
3) As I stated, fire is not a good entry raid spec as your are very far from hit cap (369 with 3% hit raid buffs - which shouldn't be gemmed/enchanted for). Your build is okay... but if you are using fireball why in the world do you not have improved fireball talent? Same with Hot Streak. Fiery Payback talent is bad. I recommend you check out the sticky at the top.
