Well today i was talking to a mage, here is the

armoryhttp://www.wowarmory.com/character-sheet.xml?r=Bloodhoof&n=Pancakes

mine is

http://www.wowarmory.com/character-sheet.xml?r=Bloodhoof&n=Sushis

he said he pulls about 3k-3.5k in raids. and this is probably true since he did about 2.6-2.7 on the heroic dummy. his gear isnt much better than mine at all. His spec is different, so im thinking is this the best spec? but the main questoin, do you really need hit?

his hit rating is around 4% or something, far from cap and he said he barely ever missed. He sacrificed hit for hit and haste. Is that a good idea?

Hit is useful, but just kinda happens. I never aim for +Hit gear, nor do you gem or chant for it. I personally go SP > Crit > Int/Spir > Hit lol.
With this I have completely killed my guildies who have equal-ish gear but who focus on +Hit.
As is, one of the best trinkets in the game for mage has insane +Hit(the one from Naxx25, procs crazy SP boost).

With Arcane you get a lot of +hit. With Arcane/Frost(the only way to play Arcane) you get even more +hit.

Until you reach 17% combined hit from all sources hit is the single most powerful dps increase you can get, point for point. Now if you're deciding between a pair of level 30 gloves with hit rating on them and a level 80 epic the choice is obvious. But for comparable, Hit > everything else.

Keep in mind the 17% includes talents and raid buffs.

As arcane you can have up to 6% hit from talents (3% from arcane talents, 3% from Elemental Precision in Frost).

As Fire or Frost you can only get 3% (again from Elemental Precision). Take note that the popular Fire/Arcane build skips any hit talents in favor of picking up at least 18(?) points in Arcane, precluding you from taking Elemental Precision.

You can gain an additional 3% hit from having a Shadow Priest (Misery, I think) or Moonkin Druid (Improved Faerie Fire) in your raid.

Finally, if you're lame Alliance Draenei have an aura that gives 1% hit to the raid.

Which means if you have all of these things in your favor you have 10% hit from talents and raid buffs alone, before you have any hit on your gear. Finally, the 17% hit only applies for raid bosses which count as 3 levels above you. The amount of hit you need for Heroic bosses and raid trash is significantly lower (there is a large jump in the hit requirement for 2 levels above you and 3 levels above you).

Hopefully this clears it up a little.

A few things:

Your meta gem is wrong. Chaotic Skyflare Diamond - always.

You gemmed for Intellect in your shoulders, also bad.

You need to get to work on your kirin tor reputation (helm enchant) and your Hodir rep (shoulder enchant). You also cheaped out on your glove gem, which I find funny that you went all out on your lower-tier chest for a 19spellpower one. Also, if you are going to fill a yellow slot use an orange gem (spellpower/crit or spellpower/haste).

I do not know why your friend can do as well as he does, his gear is pretty awful for arcane/fire as he is about 250 points short of hit cap if you have a hit debuff in the raid. You are at least at 12% (raid buffed) where he would be all of 7% raid buffed. His glyphs are all wrong and so are his arcane talents. I doubt he pulls 3.5k in raids with that build unless it is some crazy RNG in his favor, I would request a WWS parse first. Maybe he pulls 3.5k on loatheb or thaddius.
