Okay, what you are asking for is basically impossible, if you want any kind of optimization. You'll be able to tank and DpS fine up until 80 in a normal leveling build (of your choice). But, when you hit 80, you really should dual spec and specialize, one for PvE DpS and PvP and one for Tanking (assuming you are going to do heroics. If all you'll do is normal, you can go for a PvP and PvE DpS dual spec).
Because, with what you are asking, you will always have many points wasted. For example, Imp. Rune Tap. Great for leveling, okay for tanking but mediocre for PvE DpS. Or Hysteria, which doesn't do much solo but helps in PvE and can be good, but dangerous, in PvP.
Second of all, you need to know that Blood no longer uses Oblit. It does less damage than DS, and it doesn't heal. So, you can lose at least 3 points in Frost (I'd personally go 0 Frost for a leveling or PvE DpS Blood build).
What I would do is this:
While Leveling. Highlights: Healing and High damage. I'd try to stay above 50 RP for the full DS glyph effect.
Dual Spec PvP--I'm gonna let someone else answer this. I have minimal experience in PvP with my DK, and none of that is in Blood Spec.
Dual Spec Tank Highlights: Standard Tank mitigation talents, self-healing and high ST threat. You can sacrifice something for SoB if you want. I would get rid of Bloody Vengeance, because entry-level tanks only have about 11-13% crit (as blood) and will attack about 10 times in 30 seconds, with a decent number missing, getting dodged or parried. So, it can be difficult to keep/get a full stack. Also, you can take the RT glyph for 20% healing and 10% to your party. You'll also probably want the DnD glyph, but it is your choice what to get rid of for it.
Dual Spec PvP/PvE Highlights: This is not a solid build--I'll tell you that right from the start. Like I said above, I am not a PvP expert. I'm basically using the Dps build and sacrificing some damage for utility where I can.
Dual Spec PvE DpS Highlights: Basically the leveling build with more damage and less self-healing. You don't need to take the DRW glyph, and can replace it with something else if you want.
