Ok I leveled my Warrior as Arms until level 45. At that point I had a known decent weapon (Blight)
and armor and I sucked. I switched to Fury and life has been easier (currently level 66). I know
Fury got nerfed in 3.1 but did Arms actually get improved enough to be as good as Fury for leveling?

I am taking a lot more damage than my DK did at comparative levels. My armor is not that bad but even
after I replace the last really weak piece I only expect mitigation to hit 40% which seems low or am
I being over-needful ?

Is there any way to affect mob dodge and parry under level 60 ? Its too late for this toon but there will
be more down the road I am sure. So if there is such a way I've missed it.

DK's heal themselves while grinding. Warriors don't. And no, there's no way to decrese the incoming damage, other than either: less mobs at once OR going prot, but that requires equip AND will slow down the leveling. You are doing fine, and at 66, DK's are still OP.

To you arms vs. fury question:
Dunno, never leveled as arms or fury, but arms has learned some neat tricks. if you've got a good 2h weapon, give it a try.
