I decided to try to raid this weekend. two different times I tried to join groups one for 10 man and another for 25 man. both times i was rejected and was told i wasnt geared enough to go. take a look at my build and any advise would be appreciated.

Right now you are in a bit of a catch22 situation, you need to go to raids to get better gear, but you need better gear to get into raids. There isn't too much else you can do for gear, you have done pretty well (although I would try to save up badges to get the sundial trinket, your secondary one is awful). That and the PvP blues aren't so great.

You will be better off trying to get into a guild run where you will not be turned down because of being in blues. Also note that you took 0 threat reduction talents, you don't have frost channeling (for better mana efficiency + threat reduction) or Burning Soul for Threat Reduction + Push back protection (note, these do not stack the reduction).

Other better options (see second template below):
For the head slot you can start getting Wintergrasp marks of honor for an epic helm with hit.
For weapon you can get crafted the new epic dagger with 408 sp and crit, a very nice weapon.
You can replace the alchemy trinket with the crit one from HoS last boss.
For second ring you can get haste one from either heroic UK or heroic CoS.
For leggings the crit pants blue ones from heroic UP or epic ones from HoL.
For feet you have the blue haste boots from Nexus heroic or epic haste ones from exalted Wyrmrest Accord.
For waist you have the epic one from heroic AN.

With either of the above or combinations you will not be rejected from any group below Ulduar unless the raid leader is drunk or otherwise impaired.

Keep in mind that good enchants and good gems are needed and show that you know your class and can be relied upon.

It begs the question, what were you trying to raid? If you're talking about a pug in Ulduar, this is not an option for you atm, even with great gear Ulduar is impossible to pug atm with the 1st boss being the only exception.

If you're being turned down to raid Naxx then this is a bit unfair. you should look for a guild that has it on farm so you can get nice upgrades with little effort.

some comments on your spec:
you have the ffb glyph but you've specc'd into fireball, and only 2 points for that matter. This is a waste and you should look at changing this. your hit is quite low so i would suggest speccing 0/53/18 for FFB.

Also look at removing the flame throwing talent points as this does not affect ffb.

you dont have the head enchant, grab the one from the sons of hodir, if you dont have the rep, grab the one from your aldor/scryer faction. its better than nothing.

you seem to be wearing the pvp set (frostsavage), I'm sure a few more heroics and you'll be better equiped. use www.maxdps.com or some other site to help with finding upgrades.

also look at getting the extra socket for your belt and place a +19 SP gem into it.
