IMO a little expertise and armor penetration can go a long way, but by no means are they mandatory to be at cap. Hit rating, however, is a different story. I find that at hit cap I might miss 5-10 times out of 5000 melee swings per raid. Even when I was a bit under hit cap that number wasn't much higher, maybe 20-30 times out of 5000 melee swings per raid when I had a hit cap of about 210 or so for a very long while.

Btw, I'm using the 5000 figure because that seems to be the rough average of auto attack melee swings I have per raid. It can go up or down depending on the length of time spent in the raid instance but it's usually around there or a bit under or over.

I think you're confusing your stats. :/

1 Hit has the same value as 1 Exp as long as neither have reached their caps, which is 8% and 6.5% respectively (for DPS, so Exp only covers dodge). Being at cap value will completely negate your miss rate, unless an extra factor raises your chance to miss (buff to boss, or debuff on you).

In both case it's a percent, so it's not like between value X and Y I miss Z number of times. You get a percentage and that's how many attacks out of 5000 that you'll theoretically miss. If you miss less often, that's good, but it's RNG and may not be the same on the next fight.

bottom line is, hit cap first, then expertise cap when you can (values stated above) for dpsing.

for tanking, hit cap isnt necessarily necessary, but having more expertise is always a good thing (dodge cap is still 6.5%, parry cap is estimated in the mid-teens, and unreachable without gimping other stats in favor of exp) as more expertise = less parries = less incoming damage and higher threat gen.
