if i'm reading it right this is supposed to give you 10 more energy so if you're not specced into vigor you should have 110. is that right? i have it but don't.
You have to be specced into Vigor for it to work. Hence the name Glyph of Vigor.

What Feyras said. Just read the glyph; "Vigor grants an additional 10 maximum energy". For a talent to do something 'additional', you need to have it in the first place.
