The trainer is in Undercity, in the War Quarter.

I believe the Alliance side trainer is in Stormwind. Just ask a guard in any major city where the weapons trainer is at; and if they can't train you in the skill, they'll tell you where to find the person who can.

In any city you can check out a guard and ask where the Weps trainer is located.

I'm alliance - I think the sword guy is in SW. He's in the weapon shop near the AH.
