Are the two points really worth it?

Yes they are worth. They provide not only the benefit of expertise, But they also ease the pressure on your gear for reaching the expertise cap [like precision does for hit] and open up the oppurtunity for other gear choices with other stats for better dps.

you can tell by the talents positions and pre-req that its very relevant.
