I'm 78 Arcane spec and I haven't been able to locate a post (thought I remember seeing one somewhere...).

at 78 you are still getting leveling gear so it isn't quite a time to start stacking stats, that being said.
For arcane raiding it is generally: spell > haste > crit > int/hit > spirit
hit should not be gemmed/enchanted for and just gotten from gear.
