I was told that I should have my lightning bolt have a cast of like 1.2 sec cast or somewhere there, but my lightning bolt takes 2.02 sec to cast, wth?
I have a high haste rating, around 850 and it still won't cast fast enough.
I'm geared as well.

You don't need 1 sec lightning bolt and the spec you linked is resto. You will never get close to that cast speed without lightning mastery(tier6 in elemental tree,reduces your cast time by 0.5 sec) and even with it, 1 sec cast might be asking a bit much.

I have 5/5 lightning mastery and my lightning bolt cast is still at 2.20, is that right? What is it supposed to be at if I have lightning mastery at 5/5?

What are you trying to do with this spec PvP or PvE? If it's PvE then your spec needs a little rework. If it's PvP then maybe someone else is more qualified then me to offer advice. I don't think you'll ever need a 1 sec cast on lightning bolt either way. At 2.2 sec, it's fine in PvE and you should concentrate on hit rating till cap then spell power.

Oh, why do I need hit rating? does it increase my accuracy of spells? because i never miss when i hit with my spells (well it gets resisted sometimes, does hit rating prevent that?)

As feelz said, we need to know what you plan on doing with this build before we start giving you any concrete advice. If you plan on only doing PvP then you don't want much, if any, hit rating since your chance to miss players is fairly slim. However, in PvE hit rating is absolutely critical. In regular 80's and heroics as a draenei your miss percentage is, again, largely negligable, but without any hit rating you'll be looking at a 15-20% miss percentage in Naxx which will be a huge hit to your DPS.

I do fine against mages, enhancement shamans, warlocks, warriors, and rogues but I find myself getting owned too hard against elemental shamans that have fast casting. They cast lava burst in no time, chain lightning in no time, lightning bolt in godlike speed and i'm dead a little after my first lava burst which brings their hp down to half. I'd try to hex but most of them just thunderstorms me away and starts casting their stuff and I end up dead before i could even get close to hex or anything. I feel like i need fast casting against druids also, I find it hard to beat druids (resto druids mostly).

800 haste rating is already really high. I think your problem has less to do with how fast your Lightning Bolt casts and more with when (and what) you're choosing to cast. If you're going into every battle planning on just chain-casting Lightning Bolt until your opponent blows up (and expecting them to do the same) then you have a lot to learn about Elemental Shaman PvP.

I mostly used lightning bolt as an example because i mostly see that spammed the most.
But if lightning bolt was 1.2 sec casted, then their hex and all the other skills are casted way faster than mine, and causes me to lose against elemental shamanas especially if they thunderstorm me 1st and start nuking me from far away. Nothing I can do against that besides try to win against his godlike cast speed by nuking him back or go close and try to hex (but I die if I do this, and they usually just hex me first anyway)

That's exactly what I'm talking about. It sounds to me like these other Elemental Shaman you're losing to are just plain old out-playing you. They're using Thunderstorm and Hex (and probably shocks) to interrupt your nukes and then nuking you at the most opportune moment. Blaming it all on your cast speed is just a cop-out.
Or they're using chain lightning since it casts faster?
Dunno if I looked at the armory at the wrong time but you only had 23 haste rating when I looked. If that is just poor timing on my part then the only thing I can see being against you is you have no points in Eye of The Storm. To be honest I have no idea if that would make much of a difference or not, but it is the only thing I can see that might make you cas slower than opponents.
Base Lightning Bolt cast speed is 2.5.
5/5 Lightning Mastery is -0.5 meaning base 2.0 speed for Elemental shaman
If you have 5/5 Lightning Mastery and have a cast time over 2.0 s, then you either have a speed casting debuff (curse of tongues, slow, mind numbing poison) or you broke WoW. 800+ haste sounds a little.... extreme to me too. I'm nearing 500 with mostly BiS items. I enchant/gem for spellpower over haste since you get more bang for your buck with spellpower, but to each his own.

800 haste will turn your 2 sec cast into a 1.60 second cast. The only way to have your LB cast reduced to 1.2 sec is have around 2200-2300 haste... so that's not going to happen.
Since you say your seeing these 1.2ish sec casts.. I'm going to assume that your not realizing said shams have used bloodlust and therefore have 30% faster casting speed.
