lowers ES resists. I've never done any theory crafting on it, but I'd assume you could look at the stuff mages think about as it's just fire damage.
His gems seem a bit excessive, he has 95 spell pen. I guess that would help counter a fire aura from a paladin, which is a common class.

95 is going overboard if you ask me, but 1 spell pen gem is very common for hunters.
And if you encounter a lot of frost DK's and paladins 95 is a viable choice.
