Just noticed this on mmo-champion.com's most recent updated patch notes. All I have to say is thank god, though it would still be better if it was automatically applied when a bleed effect was active. Still this will make it a lot easier for some of us to balance it into our rotation.

The energy cost and duration changes are intended to make keeping the buff up a little easier for PvE rogues while still keeping the bleed as an insurance policy. When solo you can get a bleed on if you want or choose to forego HfB depending on the encounter.

At a higher level, yes, we would love to have talent trees where there are 51 point Assassination PvP rogues and hybrid PvE rogues. That would take substantial redesign of all the rogue trees and probably rethinking things like chaining cooldowns, burst out of stealth and a lot of other PvP mechanics. We just think that magnitude of change isn't appropriate for a content patch.

We think Assassination rogues with Mutilate / Prep can be competitive in PvP now, and some players (especially outside of North America) do well with Subtelty in PvP.

We think for 3.1 that Combat rogues are in good shape for PvE and with a few more tweaks, Assassination can get there. Subtelty can be great depending on how willing you are to stack your party to use Honor Among Thieves.

That isn't 3+ specs viable for PvP and PvE, which is our ultimate goal. But it's a start.

Of course we will continue to evaluate how rogues perform in the remainder of the 3.1 test time and once the patch gets loosed in the real world. I hope that clears things up.

The weird thing is, while they acknowledge that no serious pvp rogue will give up prep for hfb, they want to keep the bleed requirment up so that no serious pvp rogue would take hfb, which would mean too much burst...

Blizzard has always been wishy-washy with their changes and reasoning behind some of the wonky ones. But at least these changes are moving in the right direction to make me hate the new HfB a little less. Twice the duration and half the energy cost is good. Now if only it were a passive ability...

Making it passive or closer to passive than it is now would make it pointless, if you ask me. It's a 51-pointer and supposed to be something special. If they just made it go "You gain +15% damage when Rupture is on your target" they might as well rework Murder or something. "+15% damage" isn't a 51 pointer, it's a pure stat boost.

Honestly, there's already a lot of burst comps where I would take the new HFB over my current spec. One such comp being 2x Betrayer fury warrior + holy pally + rogue. Glyphed HFB is nearly the same damage as a constant Dirty Deeds for specials, only it includes white damage and poisons as well.

And a warrior or feral drood would let you get HFB up while in stealth..
