As I near level 80, i've been looking at the talents specs of the enhancement shamans in the top raiding guilds. I've noticed an odd trend: Nearly all of them fill out Static Shock but ignore Improved Shields. This seems counter-intuivtive. I understand that ImpShd on its own wouldnt provide a dps boost, but surely the 15% bonus is worth taking point out of, say, Mental Quickness?

Even if Static Shock were, say, 10% of your total DPS, that's still only a 15% increase on 10% of your DPS. Compared to Mental Quickness, which is not only going to increase the DPS of Lightning Shield, but of all the Shocks and instant Lightning Bolts/Chain Lightning's you'll be casting, then no, it is probably not worth taking a point out of.
The only reason I say "probably" is that I've really not bothered to look into Enhancement much at all so I can't be 100% sure. You could check Elitist Jerks if you wanted to, but at least to me that trade-off seems intuitively wrong.
Feral Spirit is very useful in raids. It is a substantial DPS increase while it is active, and the three-minute cooldown means you can use it at least twice on most boss fights as long as you use it early. It's also a great burn-down cooldown to blow when you're trying to kill something fast.
