My wand is the only item scoring below the 187 I need for my achievement for gear. I have http://wow.allakhazam.com/db/item.html?witem=37824;source=live (Gwyneth's Runed Dragonwand from Naxx, sorry I fail at neat links) but I can't find anything better unless I get lucky on drops. I tried to find the PVP wands but although I see some on wowhead it won't tell me where to get them and can't find any on vendors. I'm guessing they are not in game yet maybe? I've also had no luck trying to find one to buy with emblems etc. Is there anyway I can get an upgrade without a BOP Drop? Am I missing something here? Any advice on a nice wand from emblems/pvp/heroics would be appreciated as my luck in raids sucks for this, I've never seen a wand yet and there will be a fight if one does drop as we have several casters who could also use one.
I am also looking for a more healer friendly alternative to the Hat of Wintry Doom as well if anyone can help there.

I would suggest the Wand of Ahn'kahet, it's from the final boss of Herioc Old Kingdom. It's great spellpower for entry-level raiding, and it's also useable if you ever decide to respec to healing. Although, it's more holy and shadow-oriented than Disc.
As for the headpiece, the only thing I can think of off the top of my head is the Cowl of Winged Fear from 10-man Saph.

I had exactly the same problem. Took me ages to get a proper wand, didnt have any luck with the one from Ahn'Kahet and neither with the one from KT. In about my 25th run to Old Kingdom I finally got it.
And yeah, you had guessed, the same night the one from KT dropped as well.

I feel your pain. I've been running CoS and OC whenever I could to replace this. Not a bad hat, but definitely replaceable. I had been outrolled a couple times in Strat on the Forgotten Shadow Hood by other casters (no bitterness there, they were in worse shape then me at the time!), and the Crown would never drop in OC. I had been waiting to shell out the ~120 gold for the Wyrmrest head enchant until I got one of these drops. Yesterday, I went ahead and put the enchant on my helm and lo and behold, the helm drops during a subsequent OC run. I guess Blizzard was just trying to chastise me for trying to be thrifty...
Still in the same boat as far as wands, though. Guess its off to Old Kingdom for me!

In terms of wands that are not BoP drops, the best one I know of is:
Deadly Gladiator's Baton of Light which has an iLevel of 213.
I compiled a spreadsheet of healer items based on A Dwarf Priest's work in this thread.
