If so, how is it?

Not sure which glyph it would replace. It may replace the molten armor glyph, but it certainly (or almost certainly) wouldn't replace fireball or frostfire and not imp scorch either.

That's the thing, what would it replace?

I'm replacing my scorch glyph and making the other 2 fire mages who raid with me stack scorch :)

It really seems like it's a PvP glyph to me, not that many folks will be PvPing as Fire/Frostfire.

This is certainly the other way to make it work.

also note that Imp. shadowbolt will also debuff the target with a imp. scorch debuff effect. Same class of debuff do not stack. If that is the case, I am ditching scorch glyph. Besides, I tend to spam it quite a bit to prevent ignite munching.

We will see how this glyph works once it hits PTRs. The info that we had before was just datamined from what I understand. It could be a good glyph, a mediocre glyph, or a completely OP one.

Aren't they making Imp Shadowbolt self only?

It has been self-only since 3.0, but they are giving it a stacking debuff of 1% crit just like imp scorch (where imp scorch will decrease to 1% from 10%, same with winters chill and others). And afaik they will not stack, so expect everyone's crit rating to be 5% lower come Ulduar. I guess that is one way that they can make sure people have gear progression without having to reach diminishing returns on crit and so forth.
