I agree with Lifebloom above that Nourish is good in certain situations. Otherwise, as you can see above, Nourish with the 4 tier set bonus is barely above a regular Regrowth hit (not counting ticks) in terms of HPS.
Why Regrowth is normally superior to Nourish:
Over 50% chance to crit
Crit procs Nature's Grace (reduced cast time of next spell by .5 seconds) which increases the hps
Can be swiftmended
Ticks (which is great when group healing or switching between tanks since the ticks will help keep them up until the next heal)

Obviously they are dropping the crit % of regrowth now so it's going to change somewhat.
I think it's still a matter of situation over actual straight out more or less efficiency.
It's going to depend on the fight, the mobility, the AoE damage. So many things decide if you want a quick single heal or a slightly longer, slightly more expensive heal that has more chance to crit and throws a HoT up to alleviate more AoE Damage.
Overall though, to answer your direct question, No, Nourish without HoTs up is not nearly as efficient as Regrowth. IMHO
