noob pally needs helpFollow

hey guys im very new to playing a pally (just lvl 14) but have been playing wow for over a year now. i have a question with the blessing of kings talent that maybe someone can answer for me. i took the blessing of kings and the 4 points in improved BoK as well. when i cast the spell and mouse over the buff it gives it says only 2% bonus to stats. but when i mouse over the spell in my spell book it says 10%. am i not getting the full effect because of my lvl? if so did i just wast 5 talent points? and if that is true when do you start getting the full effect of the spell? i lvl with another pally friend and he was doing might so i did kings but 2% for 5 talent points just doesnt seem worth it. can anyone give some helpful insight on this problem for me please? thank you
