Has anyone been experiencing this. For the last several days when I use blast wave it occasionally freezes targets. I suspect this must be a glitch but I love it.
Have you specced into Impact? Or do you mean a frost nova type freeze with ice on their feet?

Last question...You're not using Ice Armor and are specced Frostbite, are you?

happend with daggers and then dragons breath but then i realize i was wearing ice arm and am so spect as pointed out and it wasnt the attack from me but the strike from them. this is great so i guess this will happen then from time to time

Yep, because it puts on a 'snare' effect. Also, if you had ice barrier + shatter barrier you could get this as well.
