Question about Hit Rating/CapFollow

I wanted to make sure I am understanding the Hit Cap for Enhancement correctly. I have just hit 80 with my Shaman after spending most of my time with my Paly. Now that I've gotten most everything outside of raids that I want (at least for tanking), I am going to turn more attention to my Shaman and start getting him geared up. I know getting hit capped is important for DPS, just not entirely sure what that is for my Shaman.

I looked up Hit Rating on wowwiki and came across a couple things. First is a chart showing hit cap for special attacks (referred to as "soft cap"). It says a Shaman with 3/3 Dual Wield Specialization needs only 2% increased hit chance, or 65.58 rating, at level 80. Also, I am a Draenei, so I have the racial providing me 1% increased chance to hit. So, according to that chart, a Draenei only needs 32.79 rating or 1% increased chance to hit for this "soft cap", yes?

I am at 176 rating (5.37%) right now, so I am far above the required rating to not miss with special attacks right? I'm thinking this is Stormstrike, Windfury, and lava Lash. Are those correct, and does it include anything else?

The second thing is a little farther up it states for all melee "Dual-wield auto-attack: 886 hit rating". I assume this is the "hard cap" in which regular melee attacks will no longer miss, yes? Which this is listed as 27% for dual wielding. As a Draenei with 3/3 Dual Wield Specialization I presume this would actually mean I need 20% additional chance to hit for this hard cap (1% from racial, 6% from talents), or 655.8 rating.

Wow, that seems like an incredibly lofty goal! How close to this goal is necessary to get the most out of your DPS? Or is hitting the "soft cap" enough?

My apologies if this is covered in another thread. It's quite possible I missed it somewhere as I skimmed through :) I have a good idea on hit caps from my Paly, but that's single wield, and the numbers for dual wield just seem so out there to reach, I wanted to make sure I'm not stacking hit out the wazoo needlessly, nor skimming back to the point I am seriously gimping myself.

I don't spec enhancement very often but from what I understand; you don't need to hit the DW cap. Reaching the spell hit cap should be enough.

So I should go for 420 hit rating and then I am good in that regard? Much more reasonable number to shoot for, thank you :)

Although, we almost always have a Shadow Priest in our raids, it looks like I can get by with 341 hit rating. I'll keep some extra hit rating in my bags though for times when no Shadow Priest is present.
