I'm MM, specced for Raiding and PvP hybrid as best I can...
I understand that my gear isn't that good, but still, I think I should be putting out more than 1600-1700 DPS on the Boss Scarecrow in IF...
My Shot rotation for boss fights is:
Hunters Mark (Macro'd to send in pet), Serpent Sting, [If the tank is going to need a lot of aggro, I'll MD a ArcaneShot-AutoShot-AimedShot to them now] SteadyShot-SteadyShot-SteadyShot-SteadyShot-SteadyShot-ChimeraShot
I don't know what I'm doing wrong, but it's really bumming me out...

Yea, its really one or the other. You can try to spec for both, but that usually means you end up being sub-par at both. if you want to increase your raiding DPS then follow some of the specs we have put out before.
Your shot rotation is also slightly wonky.
Post 3.08, spamming ONLY Steady Shot and Chimera Shot doesn't work all that well.
Generally you'd want to fire your shots whenever they come off of cooldown in this order: Chimera > Arcane > Aimed > Steady. If you've specced into Imp. Barrage, then you can switch Aimed Shot and Arcane Shot.
Also, if your tank needs threat I would suggest opening up with a Chimera Shot. It does a lot of damage!

Whats with the main hand weap? besides the gear you have looks pretty good. Not so sure about the points you have spent in SV though. Seems that you could put those points into something a little more useful. Perhaps into aspect mastery.
