I was running the last two bosses in Naxx10 with a group on Tuesday before reset and came across a new and unique problem. As I built my threat up other players would exceed my threat and get eating very quickly. I haven't had this problem in any of the heroic dungeons before and I thought I would share my rotation and see if there was anyway that I might improve on it.
Single Target
IC>PS>OB>BS>DS>RS (if available)>FS
Multi-Target
DnD>IC>PS>Pest>BB>HB
In the middle of the fight a ret pally switched to his tanking gear to MT Sapphiron but it was no help. Our true problem was raid heals it seemed, which was probably the result of lower than average DPS, not to mention people were missing the ice blocks which really doesn't help the situation lol.

If so, I can't even count on both hands and toes how many people i've run with who do not talent the proper threat reduction. I remember a Death Knight (of all classes) who did not talent into Subversion and blamed the tank when he would pull threat.
First link your gear.
2nd, death strike is nice, but you should use obliterate instead so you can generate more threat. remember dps = threat.
3rd rune strike gets priority over frost strike. it should be used every time its up.
after you get a good threat window you can use DS. watch omen and look at how much above other people you are.
Heals should never be pulling off of you after more than 10+ seconds into a fight.
Multi-Target you shouldnt have a problem, really you shouldnt have a problem either way. Are your hits landing? (check recount). getting dodged parried too much? Were you in frost presence (i know its a stupid question but if you ever feel like you have a threat problem switch out/into frost again. there was a bug a few weeks ago which was fixed, but that doesnt mean it CANT bug out).
After seeing your gear we should be able to tell you whats going on.

It still hasn't changed all that much, I been busy in RL so I haven't been on since Tuesday morning. I do know what armor I need to replace and with what to bring my health up.

It's worth pointing out that this is Sapphiron, who is extremely resistant to frost damage and thus Frost Strike may be doing much lower damage than it usually does.
Gear wise you are on the very very low end. if any of the high dps classes are more than half epic thats probably the issue.
Talent wise i'm just gonna say frost aura doesnt stack w/any other resist increase in the game and is generally the weakest. Other than that it looks good. Maybe trade in 3 from subversion and 2 from frost aura for killing machine now that its been improved.
I'm willing to bet a combination of high resistance to frost, along w/being undergeared, is where the problem is.

I think I have the TPS column disabled... Trying to conserve space on my 1280x1024 display so I can fit my UI. I have a new monitor coming which should of been shipped today, but I don't think newegg got around to it...
As for gear, yes I know im on the low end... I'm trying to get in game, but the last few days have been really crappy at my job (had an employee get robbed/car jacked). lol I am hoping to login tonight after I get a phone call from someone... I do miss my WoW :(
