Dual wield specialization questionFollow

Hi

Just wondered if someone could clarify something for me.. My Char info screen currently shows 10% hit (enhance at lvl 80), if i have the talent 'dual wield specialization 3/3' does that mean i now have 16% hit? or is the 10% including the talent boost?

I'm pretty sure that it does not include the 6% from talents...
