I need a little help im lvl 76 right now (not a very fast lvler), I'm mut spec and wanting to stay that way, and hopefully going to start raiding soon. My guild is beginning raiding and i want to know what kind of requirements to start raiding for a rogue. Plz give me solid numbers how much dps, hit rating, ap all that good stuff. And if possible, cheap and easy gear to get ahold of to start raiding.

This as well as Elitist Jerk's rogue forum/guide, should give you a strong starting point.
Read everything in those two links as well as download the spreadsheet posted on the Elitist Jerk's site, those will all help you with finding your inner rogue.
As far as easy gear there is tons.
I would look into getting some of the Trollwoven set as well as the ice strikers cloak, both are fairly cheap BoE epics and will give you some stats to work with. Look at gear that drops from heroics and start running those. Also buy two Librarian's Paper Cutters from the AH ASAP they are very good daggers which should last you for quite some time.

DPS should be over 2k. Whatever combination of stats gets you there should be your goals.

I believe you are refering to the waning Discover card...not the tv channel :)
