I know every 1 says go feral but i want to go balance for lvling any 1 have a guide or a build i should follow to lvl as balance. thx in advanced
Every Druid build is a viable leveling build nowadays.
If you want to level balance i advice you to take the following build:

this is roughly what you will be getting towards lvl 50,
Just start at the base, and allways concentrate on the highest rank talents you can get at the your lvl, if u got spare points before you can go to the next rank, backtrack :)
If you are solo leveling balance, i found the best way to be to use something along the lines of the following rotation:
Starfire, Entangaling roots, wrath, wrath, wrath

Expect to drink A LOT before you hit level 37 and got 3/3 Dreamstate. I really suggest staying feral at least until then before making the switch.
on the other hand, until lvl 32 u miss a finisher, and the drinking aint half bad ><
