Fingers of Frost and Frostbite?Follow

I was curious to know if anyone else was having this problem:

I tried speccing frost with both Frostbite and FoF, but as it turned out, every single time without fail, whenever Frostbite procced, so did FoF. Obviously this pretty much made FoF useless unless I was fighting mobs that cannot be frozen.

My question is, is this a glitch or is FoF basically only useful for mobs/bosses that are immune to the freezing effect? Or am I the only one who has this problem?

*EDIT*
I realize FoF is also required for Deep Freeze, but doesn't seem like a very good excuse to have an almost useless talent.

I believe Blizzard has stated that this is working as intended. FoF is for use more on those immune mobs, though it's also nifty for bursting two things nearly simultaneously.

As Pold stated, Blizzard intended it to work this way. You can get it to proc on one enemy (with frostbite) and then immediately change to another enemey who is also coming at you (or used in pvp quite a bit as well) to use a couple shatter combos.
