Hey guys. First off here's my info http://www.wowarmory.com/character-sheet.xml?r=Spinebreaker&n=Shwayzo I am in no way specced to tank or geared for it. But my main question is can it still be done in the lower instances as I level...if so what type of rotation should I have for getting aggro in a blood spec? (I logged with my blood presence on so in frost I have 11300 health and 11479 armor.) Thanks in advance for any responses.

It's pretty standard to open with DnD -> IT -> PS -> Pest, this brings up a large amount of aoe threat, although you are runeless at the start. Personally I also pop IBF or something else at this time as the start of the fight is when you get pounded the most.
for 1 target its standard dps rotation, for 2 targets either or, just remember to rotate targets.
