A friend that recently started playing WoW with me would like to partner with my hunter. He wants to play a warlock. 2 pets sounds like fun to me. My question is what level does he need to be to get experience with my level 54 hunter?

Any level he can get exp with you. It will be a reduced value if you help him quest and stuff like that, however he will be able to quest much faster with you there. Also you can run him through instances and i think you both will find that he catches up quite fast.

Yeah, I had a level 80DK running me through Scarlet Monastery on an alt. One time through each section and I got 14g and about 50k exp and all I had to do was run around picking up the shiny things.
Getting exp at that rate he will catch you quickly if you run him through RFD or something similar.
