I'm going to jump in on this since it hasn't been answered and ask a related question. FYI I haven't played shaman since tBC; was a 70 resto, leveled enhancement.

I ran Naxx last night and an enhancement shaman picked up a spell power neck piece for main spec (yes, main). I asked him about it and inspected him, he had 3 pieces of spell gear and a ring with no atk/sp. He said he needed to be hit capped and spell hit capped because he casts spells. Hit capped I can see for main hand. I don't get the spellpower gear though - it doesn't make much sense to me as trying to do both you'll end up being good at neither.

He's an 8/63/0 spec (not listing his armory)
2400 AP, 333 hit, 21.7% crit, 3 expertise. 14k health and 12k mp

His spellpower gear:
Encircling Burnished Gold Chains
Dark Soldier Cape
Je'Tze's Bell

This ring which seems kinda meh: The Prospector's Prize

He also has one spellpower / stamina gem that I can see and it's in a melee chest piece.

One last question before I go. When he was resto for the raid he passed on a neck piece with spellpower / mp5 / etc to keep his spirit one (both from Naxx) because the spirit one give him more mp5. He said he was out of the 5sr enough that it made a big difference. When I played shaman during all of tBC spirit was a crap stat for shaman and should only be taken if the new piece of gear outweighed your current gear discounting the spirit, has this changed? Is spirit actually a good stat for a shaman now?

My guess is that the shaman doesn't know how he's supposed to be geared but I'd like some feedback. Thank you!

Enhancement Shaman get SP from their AP, but the reverse is not true, and no matter how many spells we cast the majority of our damage will still come from meleeing. Being spell hit capped is nice and certainly a goal to aim for, but it's not worth sacrificing boatloads of melee stats for.

On raid healing duty a Shaman will occasionally be out the five seconds it takes to get a tick back, but if he's out often enough that he thinks he's getting more benefit from spirit than MP5 then either A.) he's a poor or lazy healer and isn't pulling his weight or B.) the other two healers and are just so good that he has nothing to do.

Based on everything else you've said I'm guessing it was option A.

For enhancement, the stats you want are (in this order)
- Hit rating up to spell cap (14% if you run with a shadow priest, 17% otherwise)
- Expertise rating up to dodge cap (26 expertise)
- Crit rating
- Attack power
Note: These are raid boss caps, heroics cap a bit lower

Raw stats:
- Agility (1ap, crit)
- Intellect (1.1ap, spell crit)
- (Strength, 1ap)

A 15/56/0 or 16/55/0 spec seems to be the optimal choice right now, with WF on your mainhand and FT on your offhand.
