From what I have read on the different sites 1 spell power for damage is equal to 1.88 spell power for healing.

I am wondering if this is in fact correct?

If 1.88 is indeed the correct multiplier, when you read that 1000 spell power is needed to heal (which ever) instance are they talking about befor or after the multiple adjustment?

With +heal having disappeared, people talking about spellpower are generally talking about just that. Before 3.0.x we were talking in +heal, so if for some reason you're interested in the old stuff, you'd have to make the conversion there - backwards.

The multiplier (or spellpower coefficient) is individual to each spell and they are all well documented on wowwiki
