I am a casual player so I'll be healing only Upgarde and nexus for a while and have the mats for whitemend pants (and plenty of gold).
Should I go ahead and get them, wait till something drops or upgrade the Haramad's Leg Wraps with better gems (+19 spell red gems X 3).

I held on to whitemend and pmc set for a long time. I even used them as healing gear at level 80 (not heroics) and while leveling. I only replaced them when i got a +sta/int/spi/spellpower item (usually instance quests rewards or items from instances).
If you've got plenty of gold and don't really care about it, you might as well make the pants; they should last you until at least level 74, probably 76 or 77.
On the other hand, if you're still saving for something or whatever, you might as well sell the mats for more gold. No matter how you put it, you don't *need* the pants and they'll only be an upgrade for a relatively small amount of time.
