I'm not sure I understand the wording on this. Is it saying that it makes you invisible longer or shorter?

Neither.

It takes 3 seconds to go from "Cast Invisibility" to "Actually invisible". Prismatic Cloak reduces that delay. The time actually invisible isn't affected.
