Cut to the Chase questionFollow

From the talent description: "Your Eviscerate and Envenom abilities have a 20% chance to refresh your Slice and Dice duration to its 5 combo point maximum."

Does "refresh" mean that for this to proc you must already have a slice and dice applied to the target (I guess technically to yourself)? Or will it "create" an s&d effect even if none was active at the time the envenom/eviscerate was applied?

Also note that CttC will refresh your SnD to a full 5-point duration no matter how many points it started with. I'm commonly starting with a 1 or 2 point SnD and refreshing it to full duration with the next Envenom. ;)
