No article that I know of, but the concept is easy. The best gear for the job is what you should have. Anything else is inferior. So ask yourself the question: is it an upgrade? If you answered yes, by min/maxing standards you NEED to have it.
It doesn't really talk about the order of getting items, because eventually you should have them all.
For my tank, I think I'm going with this order:
1. tier 7 chest
2. 25 emblem neck
3. trinkets
The trinkets may or may not be worth it to me. I like the dodge one as a tank, but I'm leery of those "oh sh*t!" button trinkets. When the time comes I usually forget them or am too busy pushing several other buttons. Also I'm looking at the Darkmoon Card: Greatness. 90 agility, with a 300 agility proc? That's a good amount of mitigation too, and unlike the dodge it will also marginally help damage and crit. The strength one is probably better for dps, but for a tank the agility one looks awesome.
Edit: Even tier 7 is a toss-up for me because of the polar gear (awesome stamina) and the handwraps from the CoT Stratholme quest (they're pretty amazing and free). I don't min/max; second or third best pre-raid is fine with me. But that also means I'm having a tough time choosing an item :-P
