Mana Regeneration is based on BOTH spirit and intellect. Improved Tree of Life increases healing spell power by 15% of your spirit (while Living Spirit gives another 15% to your total spirit)
HoTs can't crit, and Regrowth gets a 53% crit chance from talents alone.
Haste seems pointless with Gift of the Earthmother already cutting 20% off the GCD, and Nature's Splendor adding 2 more seconds to Lifebloom, 3 to Rejuv, and 6 to Regrowth.
I'd say rolling HoTs has never been easier. It's now just a matter of making them count, and ensuring that you won't go OOM too soon (if at all)
Haste is not a bad or negligible resto stat now. HoT rolling won't soak up all the burst in heroics and raids, at least until you have overgeared tanks for what you're doing (especially looking at you, first boss of H HoL with the damage buff on), and haste not only improves your throughput but your reaction time when using Regrowth or Nourish (I use Regrowth) to flash heal the spike. I find about 30% of my healing to come from Regrowth (more or less depending on, say AoE damage where Wild Growth dominates). With my regen in a comfortable spot (300 in 5sr/870 out), I'm prioritizing haste secondly to SP.
Edit - bottom line is that you should be able to feel out what stats you need to work on after healing for a bit. I did 4 or 5 consecutive heroics without drinking once the other day, and a full Naxx25 clear without innervating myself once, so that told me to not prioritize Spirit as much as I had been.
