So I want the fastest weapon I can get in my MH and the slowest in mh OH for Combat amirite?

I seem to vaguely recall somewhere that even if the character sheet says you have a weapon speed of below 1.0 that you would still only attack at a 1.0 speed since that was the minimum.
If this were to be true, which I'm not sure it is, haste wouldn't be as useful as I thought in terms of Combat Potency procs.
So is this true, minimum weapon speed achievable being 1.0 or am I just crazy?

Hm, I have to assume that that isn't the case, since if it were, catform druids would have absolutely no use for haste. Maybe they don't, I'm not that versed in the class, but I remember reading that DST was ok for them, so I have to assume that haste can take you below 1.0.
There's no white-swing speed cap.
Caster's global cooldown can only be reduced to 1 second by haste, this is probably what you're thinking of.
