I was under the impression that you cannot ever eliminate miss completely anymore. Isn't it a base chance to miss that you cannot overcome with hit rating? (not talking about that innate 5% here)

I wrote the post more aimed at people leveling. Most people aren't hit capped while leveling.

You have it backwards. What was changed is that spells can have all their miss removed. There used to be a 99% spell hit cap, and that is no more.
