Hammer of Wrath bugged?Follow

Just wondering, as I finally got the spell. The description says "Only works under 35%."
Now does this mean 34% and lower, or a random % under 35? because it seems to take it down to ~15-20% before it works.
For example. A 2672HP monster at 579HP did not allow me to use it.
Last I checked, that's 21.7%. My next hit dropped it to 200hp so I could, but didnt see a between stage.

So far this only seems useful when a mob flees, which I use JoJ on those anyhow... is this spell bugged or just worthless at lower levels? :/

It's 20%, and they say they need a patch to change a tooltip.

Also, it takes about a second after the mob gets into the less than 20% range for HoW to be usable. I have no idea why it does that.

First time I used it was on some Orc doing a bit of world PvP. I'll never forget him running away, I chuck my Hammer, and he just falls over dead. I would have LOVED to see the look on the player's face, lol.

And yea, I'll stun and move back to see it fly too :) But now, we can JUMP at the same time :D lol
