Unfortunately, you can guarantee that it will happen in pretty much any PuG, whether it be the fact that they are not giving you enough time to get agro on the mobs or the single-target DPSers are not focusing fire on your target. The sad truth is that the majority of PuGs that you will be in will not want to cooperate with one another which makes your job as a tank that much harder.
A mouseover macro really helps in this situation, as some have already mentioned. I use a mouseover for Taunt, Shield Slam, and Shield Bash. I generally start a multi-mob pull with charge (if I can, if not, a /throw, and the LOS them into a safe place), then thunderclap immediately. If you have Improved Thunder Clap and Incite, this should hold on to the mobs for at least a few seconds. After that, I can generally use the standard tanking rotation, along with spamming Thunderclap and occasionally Cleaving when TC is on cooldown, to maintain control of my targets.
Sometimes though, the mouseover macro is just not enough (perhaps you moused over the wrong mob?). This is where a good intervene macro can come in. Look on Wowwiki for Intervene macros that allow you to maintain focus on the fleeing enemy target. I actually have a macro right now that first will charge the mob (if it is not on cooldown) and if not, will attempt to intervene if possible. You don't necessarily have to set it up this way, but it works well for me.
Again, it still boils down to whether or not your group is focusing fire and giving you just a few seconds to get initial agro on the mobs. If they won't let you do this, then I would tell them to either listen up or find another tank.
