Besides the ones from the starting area quests are there any craftable potions that give runic power? I have checked around but dont see any.

On a side note, is it possible to go back down to make more runic potions from the cauldron?

Not once you've finished the starter quests and left the opening Death Knight area but, while you're at that stage of the quest area, I believe that I remember that quest being repeatable.
The quest is repeatable but the potions are Unique (20) so that rather limits the number you can shuttle out of the starter area
I suppose if you were truly masochistic you could create several death knights in succession, creating 20 potions each and mail them off to various other characters for later delivery to your permanent death knight....... but don't because that'd make you weird

More importantly, don't because, well, look at the item closely.
(not to mention 1 DK / realm limit)
