Does this work the same way on both one and two handed weapons? I am fully aware 2h weapon are better most of the time since our abilities do X% of our weapon damage, but for tanking instances and raids could this make dual wield more worth it? I don't know the proc rate, is there a higher chance to proc on slower weapons?
if its anything like the crusader enchant, (and that seems like a likely guess) then yes, its based on a PPM formula. however, its still a good enchant, and there were many times back at 60 that my dual 'sader enchanted weapons would both proc on me at or near the same time, giving me buttloads of extra str and a nice little heal.
only way to know for sure is to try it out yourself. find some green 1h's, enchant them with fallen crusader, and then go hit the training dummies up in town (or duel a high-armor target who can heal themselves like a pally) and see if both can proc at once, and what the proc rate is like.

AFAIK the Razorice proc is chance-on-hit as it seems to stack far faster when Dual Wielding, but the Cinderglacier (stupid name) and Crusader procs are PPM.
The thing about Fallen Crusader of course, it scales a very great deal better than the original Crusader enchant, and even better than Mongoose and the like; the more Strength you have, the better it is. I'd have to do some math to figure out if it actually outmatches Razorice (which is actually a damn fine DPS enchant, 2% is great) but I imagine it does, the little healing proc is just an afterthought.
My question would be though, will there be epic-level Runeforgeing recipies dropping from 25mans like MH/BT recipies did...
Epic Runes would SO be worth raiding for.

I've been wondering that too. Are there going to be more runes, or will we eventually be replacing them with raid drop enchants?
