Hungering ColdFollow

Ive lvled to 60 so far with blood spec and have been thinking of (once i get obliterate mind you) switching to a frost tanking spec to go thru most of OL. So after checking forums and builds on different sites i noticed that some frost tank builds did not put a point in Hungering Cold. I personally think it would be good for a tank, am i wrong? If i am mistaken please explain, Thank you. By the way i am not a very experienced tank, all i know is what i learned from a lvl 50 warrior way back when before Burning Crusade.
