If you have Xperl for your unit frames, you can turn on Rune tracking by going to the player tab in the config window and check "Show Runes" This puts a bar below your character frame. The bar can also be unlocked to be moved wherever you like it, but it can only be scaled buy scaling your own unit frame.

I downloaded Runewatch, and I like it a lot. Moveable, scaleable and skinable.

Yeah I tried a couple but Rune Watch was the best one. I like it a lot. The fading out of combat is a little buggy though and when active it fades out sometimes during combat.

You might want to check into IceHUD (I think that's what it's called). It's working for me pretty well.
