Fingers of Frost + Frostbite procs off of Blizzard, but only when you have at least 1 point into Imp Blizzard. It is unbelievably powerful once you have full shatter/etc.

Yes indeed. As a matter of fact, I don't often do the old way of aoe killin anymore. Instead, I'll find a few mobs and focus blizzard on them first, then if they get to me, THEN frost nova and another blizzard. But most of the time a quick ice lance or fire blast will do the trick. Depends on the density of mobs, tho.
Speaking of which, can someone decipher this for me?

Is the second entry based on Improved Blizzard, or what? I don't see anything in the talent that refers to range.
