It says I believe it does 20% more damage to snared targets. What exactly are snared targets? Does my slowed movement from Icy Touch count? Frost tree has a number of talents that add to the damage of Blood Strike, it seems to work well together.
Yes and no. I think Icy Touch should count with Chillblains (I believe I've read that Chill counts as a Snare).
However, no Snares actually work together (the strongest movement speed reduction on a target trumps the others), and the Glyph is worded "+20% to snared targets" not "+20% per snare."
