I've been raiding as resto and saving up badges to buy a couple of enhance pieces for leveling in WotLK. I've already got an offhand and boots from raid drops, all the pieces of the undead cleansing set besides the chest (never dropped for me) and 167 badges. Maybe it goes to 189 if my guild actually makes its last Kara run tonight.
So what should I buy? I was thinking http://wow.allakhazam.com/db/item.html?witem=34893;source=live and http://wow.allakhazam.com/db/item.html?witem=33484;source=live. But I await the "zomg, the first quest in Northrend drops an uber enhance back" or something like that.
Edit: Oh, and I'm exalted with SSO and scryers, so neck isnt an issue.

From what I heard, badges are not going to be very useful in the expansion so I'll recommend the weapon upgrade over the pvp cloak.
That is, unless you already have a good weapon and the cloak gives a better upgrade instead. Note that you can enchant the weapon with mongoose, which now contributes much more to an enhc shaman now that agi gives ap too.
