I'm a 58 human mage, I will be spending the next 4 1/2 lvl's in Wintersprings.. I need to kill Frost Giants for half that time, would a Fire spec be better then Arcane?.. The Frost Giants are immune to most of the Ice spells and I will mostly be soloing them..

Why would you spend half that time killing frost giants? I only remember one quest for them(maybe 2). If you want to kill those things, then yes, they are frost immune, so Fire or Arcane are the way to go. Arcane doesn't get Arcane Barrage til 60(talent points and all), so may not be the best choice at that point.

Because I want the Epic cat mount.. half or better of the rep will come from the frost giants.. but if I make 60 before I get to them then I should go Arcane at that point? Fire doesn't do nearly as much as I'd hoped against them.. Frost is so much better for lvling I miss it already but I'm going to do this..

Combining Slow with Torment the Weak, Arcane Barrage and other goodies should give you the results you need. At least once you get used to reapplying Slow at the right time.
