A couple of days ago, I was at Isle of Quel'Danas and notice this horde player hunter had a Devilsaur. The thing was that the devilsaur was HUGE and retained the elite status (golden dragon) around its portrait.

Since I was alliance, I wasn't able to ask him about it.

Was my eyes deceiving me? Maybe it was a npc? maybe a glitch?

I remember the players level was 70 and the Devilsaur was 65. I did beast lore on the Devilsaur and remember seeing it to be tame-able.

Unless I've missed something in the latest patch notes and that could be very possible, once you tame any elite it should just revert back to the normal style/size. It was probably just a glitch, seems like a lot of people have been having a lot of glitches with the latest big patch.

It's a glitch that's been around for a very long time. All the tameable devilsaurs in the game right now are huge and elite before they are tamed (I don't count the one in netherstorm, since it's level 71). Every once in a while, the game will "forget" that it's a pet, and render it in its original size, and often with the elite dragon around it. You'll see it with a lot of pets.
