I think (at least partially) the idea behind introducing this talent was to give DPS-build warriors a reason to wear Plate vs Mail or Leather... but (because its so easy to get as a T1 talent) the extra Str was a beast in the hands of a Prot warrior (with traditionally higher Armor and at least 8-10 key abilities/talents that scale with either AP or SBV).
By changing it to give AP instead of STR they basically removed the benefit to Shield Slam, the amount of damage absorbed by a blocked attack and Damage Shield (and the BoK thing), but its still a very strong talent for a prot build. Concussion Blow, Thunderclap, Shockwave, Heroic Strike/Cleave, Rend, etc all still benefit from it, as does your white damage.
IDK if its
better than Cruelty, but since I'm just playing around with the new talents I reallocated 3 points that I would have put in Cruelty to take Armored to the Teeth, and havent regretted it.
