hey am thinking of leveling a mage with my friends dk when wotlk comes out and he wants to aoe grind some mobs, so would this spec work?

What level do you plan on starting to aoe grind? He will be starting at 55 and that is a 70 build.
I would pick up elemental precision for the mana cost reduction and the increased chance to hit (always sucks when doing it and getting resisted).

am going to level up to 58 with the mage then wait for him on wotlk
and i have changed it to get the hit ones ^^

That'll work, but you might want to consider just a good solid Frost build.
Get a nice solo build and you can pick up the improved Blizzard - you'll do fine. (Normally solo builds don't need/require Imp. Blizz)
